BOS July 23, 2008 Meeting results: 150 Valley Center folks showed up waving American flags at the BOS meeting. About 50 people spoke against the Road 3A/SPA. ON MOTION of Supervisor Horn, seconded by Supervisor Jacob, the Board took action as recommended and directed the Chief Administrative Officer to take the following actions: · Regarding Valley Center, remove the Road 3A SPA from the General Plan Update discussion completely, as it will proceed, if at all, on a separate track as a separate GPA; · Continue to analyze the Road 3A roadway as a part of the general plan and environmental documents without the additional density; · Clearly delineate the additional routes and choices the drivers would have as well as the total load that predicted for the road and the total capacity levels for the roads as discussed by staff during the discussion; · Verify the history going back to the 60s on road 3A. AYES: Cox, Jacob, Slater-Price, Horn ABSENT: Roberts
Along
with his fear-tactic message about VCCPG actions,
his note included two sample letters to be sent to
the BOS and Supervisor Horn plus addressed, stamped
envelopes. He did everything except sign the
letters. The Supervisor fails to focus on the real issue: He bypassed the process of gathering community input on land use and development. He knows what we want and he knows what we don't want. From Sandy Smith: "In Supervisor Horn's June 10 and July 3, 2008 For the Record on his website, he goes to great pains to point out when the Valley Center Community Planning Group knew about this Road 3A that he says is critical to Valley Center. Blah, blah, blah... I say to him and the VCCPG, focus on the real issues! How is Road 3A going to help my family leave Valley Center during the next emergency? It's so far on the west side of Valley Center, that until it's connected to where most folks live now, it's just a waste of money. What's the plan to build the roads we really need? Mr Horn's rationale to pay for the road is to build a new village of 3000 homes and commercial surrounding the road. The road is not needed and neither is this new village. Volunteers who have lived in Valley Center for over 10 years have spent the last 8 years working with the county on the General Plan Update. Our plan already expands our existing two villages. This new village added to the plan at the last minute is a slap in the face to these community volunteers. Prioritizing
money to roads that help existing Valley Center residents in
emergencies is a real issue. Respecting the planning process
for the county's General Plan Update is a real issue. What's
the answer for these?"

Draft Technical Review Revisions, County of San Diego General Plan, Land Use Element.
Page LU-12 assured the IG and interested public the following:
Specific Plan Area. This designation is applied to areas with an existing specific plan.
The designation of new Specific Plan Areas to substitute for General Plan land use designations will not be permitted once the General Plan Update is approved. Specific Plans may contain residential, commercial, industrial, public, institutional and/or open space uses, and detailed land use regulations are contained within each adopted specific plan document. This designation is not to be used for future specific plans. Future Specific Plans shall be consistent with and implement the goals and policies of the General Plan.
Huh??? What does that mean???
Specific Plan Area: This designation is applied to areas with an existing specific plan. The designation of new Specific Plan Areas to substitute for General Plan land use designations will not be permitted once the General Plan Update is approved.
If this designation is applied to areas WITH AN EXISTING SPECIFIC PLAN - Bingo! (Not an "area". A real live SPECIFIC PLAN inside "an area.")
Horn may have gotten staff to crayola a purple "Specific Plan Area" on the map - but it has NO (repeat, NO) EXISTING Specific Plan. In fact, Accretive doesn't yet have the land it needs, and has NO application at the County for a Specific Plan - because it can't even figure out the boundaries - and neither can DPLU.
Further, it takes a TON of time to approve a Specific Plan - the one thing about SPs is that all the environmental, traffic, infrastructure finance, etc. Studies have to be written, parsed, revised etc. In some cases (likely, in VC) where there are endangered species, you have to monitor the land through a year to assess the mating season and results; when wildflowers bloom (especially plants that are food for endangered or threatened species) because often it's only the blossom color that tells you what subspecies it is.
Then all that has to go out to public review. Including federal and state agencies.
And there's a creek running through there. (Where do you think Running Creek Road gets its name?). Incredible riparian habitat - and that's where Accretive wants to put its road.
Then there are the CWA pipelines - big 55" aqueducts - all through there. Heavy road-building vehicles are not tender-hearted to pipelines.
Planning blasting? (You try to build 3000 homes, it's gotta be flat as a pancake.) That's absolute Hell on pipelines - and bird mating.
Gonna approve the General Plan Update in TWO years? Accretive would need four years to get their Specific PLAN approved - minimum - if they started at 6:00 AM tomorrow. Or more likely six or seven or ten years. - Special thanks to Patsy Fritz and George Courser for this information - |

ADDRESSING THE BOARD OF SUPERVISORS
REQUEST TO SPEAK, ITEMS ON THE AGENDA:
Members of the public wishing to address the Board on any agenda item should submit a "Request to Speak" form to the Clerk of the Board at least five (5) minutes prior to the scheduled commencement of the meeting in order to pull the item for discussion, or in the case of a time certain item, at least five (5) minutes prior to the set time; or in the case of a matter pulled for discussion, prior to that item being called by the Clerk.
Please note that "Request to Speak" forms will not be accepted once the item is called.
Speakers should determine if they are in favor of or in opposition to the Chief Administrative Officer's recommendation, or in the absence of the Chief Administrative Officer's recommendation, the Planning Commission, or Planning and Environmental Review Board recommendation.
Separate slips are available for support or opposition to the stated recommendation.
Speakers may not yield their time to another person.
Time allotted to each speaker is determined by the Chair, and in general is limited to three (3) minutes.
