NCIRL next forum date: Thursday, July 16th, 2009 How to Avoid Stupid Growth The Intelligent Approach to Sustainable Development Sustainability of commercial and residential development projects is the key to long-term economic success for communities. Too many projects are designed for a quick return on investment without considering the future health of the local communities. In challenging economic times, and with an aging population and multi-generational transfer of wealth, long-term sustainability is a critical consideration in designing and evaluating every development project. But what are the barriers to sustainability? Are the regulatory bodies adversaries or partners? Sustainability brings continued tax revenue while promoting continued growth and economic health, so cooperation will benefit everyone. So, how can we create a win-win situation? How can infrastructure be developed to promote mobility and stability? How can we cooperate with government to enhance our future? The North County Inland Regional Leadership is hosting a forum to address these important issues. On July 16th a panel of business leaders will discuss the issues, challenges, barriers and opportunities to sustainable growth. Join us for this important event. Our introductory meeting, billed as the Tribal Forum, brought together for the first time the key players from around the county for the purpose of establishing a regional voice. We discussed common areas of interest and had some lively discussions of the key issues. The meeting was chaired by VCCPG Tribal Liaison Subcommittee chair Larry Glavinic and was hosted at the Valley View Casino at San Pasqual.
At our second Tribal Forum meeting we heard presentations on current transportation activity by Mario Orso of CalTrans, and the Reservation Transportation Authority chair, Kevin Siva. Terry Van Koughnett presented an analysis of the challenges and opportunities facing the region, and the importance of collaborative communications between organizations. The meeting was hosted at Harrah's Casino at Rincon.
At our third meeting we introduced our new organization name, North County Inland Regional Leadership, which better reflected our purpose and goals. We continued with presentations on transportation: Mike Hix from SANDAG presented an overview of the current projects that are underway in the county, and Chris Perkins of SkyTran showed us a glimpse of a possible future transportation solution with their aerial MagLev approach to environmentally friendly mass transit. The meeting was hosted again at Harrah's Casino at Rincon.
This month we received an update on the Gregory Canyon Landfill by Riverwatch attorney Everett DeLano. Jim Quisquis presented information on the uses of tribal mitigation funds. Terry Van Koughnett made a presentation on the importance of dialogue, and introduced the five major areas of interest as a prelude to forming working committees. This meeting was hosted at the beautiful Jim Banks Recreation Facility at Pala Reservation.
Andy Washburn, the Chairman of the Valley Center Community Planning Group, presented an excellent overview of Valley Center, including the current and future issues. Pala-Pauma Sponsor Group Chair Joe Chisholm made an outstanding presentation of the growth and transportation issues facing his community. Terry Van Koughnett led the formation of the five working committees. The meeting was hosted at the California Room of the Valley Center Library.
Joe Navarro, the President/CEO of the San Pasqual Casino Development Group, presented an overview of the Valley View Casino expansion. Jo Ann Smith, the Program Manager of the North Inland Community Prevention Program, described the new community ATOD prevention program. Terry Van Koughnett presented the NCIRL Year-end Review, and we received the first reports from two working groups, the Business Committee by Terry Van Koughnett, and the Transportation Working Group by Larry Glavinic.
