VCCPG Position on the
proposed Road 3A + 3,000 Homes Project
On June 23rd, 2008, in a
public meeting held at the Lilac Elementary School
in Valley Center, the Valley Center Community
Planning Group, in the presence of, and with the
enthusiastic support of, local citizens, voted
unanimously to oppose the development of the road
known as 3A and the addition of 3,000 homes.

Statement
Welcome to the Valley
Center Community Planning Group website. Our group is
comprised entirely of community volunteers who are dedicated
to protecting and enhancing the community of Valley Center.
If you would like to get involved, please come to our

Schedule
The VCCPG meets at 7pm on
the second Monday of each month at the Valley Center
Community Hall.

Mission
Our mission is to advise the
County without regard to outside interests, recognizing our
unique perspective as residents who have a stake in the
future of our community, to support development consistent
with our Community Plan, and to oppose development that is
not consistent with our community character.

Planning Group is authorized by the Board of Supervisors and
operates in accordance with Policy
I-1. All members are
elected by the registered voters in the community planning
area.

General
Plan Update (5/08)

to GP Update
California requires
each county to create and maintain a General Plan.
The General Plan guides the policies and actions of
the County. The Department of Planning and Land Use
(DPLU) is responsible for San Diego County's
General Plan.
GP2020 was the name
for the county's effort (from about 2000 to 2007)
to revise the county's current General Plan. There
are six General Plan "elements": Land use (LU),
Circulation (C), Housing (H), Conservation and open
space (COS), Safety (S), and Noise (N).
GP2020
Background - Over the past seven years, after
numerous community meetings, subcommittee meetings,
workshops, and the involvement of many citizens,
our community had completed:
- Land Use
Designation Map
- Circulation
Element (map)
- Almost-complete
draft Community Plan text.
Bob Citrano, our
designated DPLU planner, indicated that we would
soon start work to complete the Community Plan
text. Bob indicated that the GP2020 would likely go
the Board of Supervisors in spring 2008 and the
Environmental Impact Report (EIR) would
follow.
Recent events -
General Plan Update - In 2007, Gary Pryor,
Director of DPLU, resigned. Eric Gibson is the
Interim Director. Ivan Holler, Project manager for
GP2020, also resigned in 2007. Devon Muto took over
DPLU's GP2020 effort. In late 2007, the county
announced a revised effort, named General Plan
Update.
- The number of
DPLU staff dedicated to GPU has been reduced from
eleven to four.
- A consultant
(Pacific Municipal Consultants) has been selected
to "drive the update to completion."
- Additional
alternatives are being created.
- Estimated
completion date: Fall 2010.
VCCPG's next
step - One to three year effort to re-define
the principles and specifics that our community
wants in the General Plan Update.
